The Speakers
DTI Secretary Manuel A. Roxas
Described by Asiaweek as one of "the young leaders in politics and business who will bring Asia and the Pacific at the forefront of world affairs," Secretary Roxas, illustrious son of an illustrious father, the late President Manuel A. Roxas, took a step forward to fulfill this bi-dimensional leadership prognosis when he resigned as Majority Leader of the 11th Congress to accept his appointment as DTI Secretary. His educational background (Wharton School of Economics and the Kennedy School of Government) further supports such a career convergence. Secretary Roxas is, fittingly, the Chairman of the Information Technology and Electronic Commerce Council (ITECC).
Jesus M. Disini, Jr.
Disini is the acknowledged leading cyber lawyer in the country. He contributed to the enactment of the E-Commerce Law (R.A. No. 8792) and headed the team that drafted its Implementing Rules and Regulations. He is a much sought-after speaker in public fora in which critical legal issues involving e-commerce are discussed, the latest of which is as speaker and panelist in the Internet Law and Policy Forum to be held in San Francisco, U.S.A. from September 11 to September 12, 2000. A UP honors law (1993) and economics (1989) graduate, Disini placed seventh in the 1993 Bar Examinations.

Executive Chairman, Institute of Continuing Legal Studies and Education, Inc.
A multi-disciplined corporation law practitioner with executive stints in business and in government, Ocampo heads the law firm "Ocampo Santos Loveranes Loquellano and Ribao" as Managing Partner and the Institute of Continuing Legal Studies and Education, Inc. as Executive Chairman, and is on the board and executive staff of various industrial and commercial enterprises. He has been heavily involved in the Philippine capital and financial markets in various capacities, among others as a two-time SEC consultant, stock exchange CEO, as a securities and derivatives broker, and as a financial market communicator.

Established right after World War II with the pre-war Arellano Law School as its nucleus, Arellano University grew to become one of the country’s major educational institutions, with branches in Pasig, Pasay, Mandaluyong and Malabon. The Institute of Continuing Legal Studies and Education, Inc. was organized by law practitioners with executive experience in the fields of finance and business for the purpose of
- conducting seminars and teach-ins in the legal aspects of special fields of business, such as banking and finance, the equity, capital, money, derivatives and commodity markets, and international trade practices / relations and international agreements;
- undertaking continuing researches and studies on various fields of law, with focus on a project to "shepardize" and computer-program laws, jurisprudence, the rules and regulations of important regulatory agencies of the government with quasi-judicial functions, and relevant commentaries of legal authorities;
- conducting off-campus paralegal courses; and
- publishing "Fiat Lux Law Review" that will feature articles, tracts and commentaries on subjects and matters of great or significant interest to the law profession.
