The Institute of Continuing Legal Studies and Education was incorporated and organized on November 26, 1999 by Atty. Eliseo P. Ocampo, a multi-disciplined corporate law practitioner with a rich and varied management experience in business and in government, and the Managing Partner of the law firm "Ocampo Arciaga-Santos Nuñez Lomangaya & Ribao," together with Atty. Manuel B. Curato, the Legal Counsel and Vice-President for Legal Services of Equitable-PCI Bank, and Atty. Editha Arciaga-Santos, a seasoned litigation lawyer specializing in Persons and Family Relations. Atty. Ocampo heads the Institute as Executive Chairman; Atty. Curato is the Vice-Chairman; and Atty. Santos is the Corporate Secretary.

Since its organization, the Institute has designed and conducted the following seminars; among others: 1) "Mergers and Other Corporate/Business Combinations as a Tool in Strategic Management"; 2) "The E-Commerce Law and Its Ramifications"; 3) "The Anti-Money Laundering Law of 2001: Its Whats, Whys and Wherefores"; 4) "The Nitty-Gritty of Anti-Money Laundering Law (Its Implementing Rules and Regulations)"; and 5) "The Burning Issues on Intellectual Property Protection and Piracy"; and "Preparing for the Golden Age of Financial Futures." The Institute is also accredited as an MCLE Provider by the Mandatory Continuing Legal Education Committee of the Supreme Court and, as such, conducts MCLE seminars from time to time.

In addition to these public seminars, the Institute also conducts in-house seminars, among them a seminar for key staff members of the Securities and Exchange Commission on the Concepts and Mechanics of Commodity Futures Trading and the Proposed Revised Rules on Futures Transactions.

Since year 1999, the Institute, in collaboration with the Arellano University’s College of Commerce, is managing a study course on paralegal practice leading to the award of a Bachelor of Science Degree in Commerce, Major in Paralegal Studies, in relation to its operation of a Paralegal Services Bureau, which opened in September, 2002. It has also published two papers, one entitled "The Legal Framework for Analyzing Trademark Cases with Foreign Element" and "Reinventing the Philippine Government into a Federal-Parliamentary Form."
